Any person(s) who recklessly, or intentionally, crosses a road as a pedestrian in a manner that creates a foreseeable risk of obstructing the flow of traffic or otherwise creates a hazard to road users commits an offense.
Shall be liable under a Class C offense only, and shall receive a $1,500 fine.
